I don't necessarily disagree with this idea. But I would add that such registration of "citizens" must be preceded by proof of citizenship. First, this new law would only apply to those who will turn 18 on or by some predetermined date after passage of the law. Second, anyone turning 18 on or by the predetermined date, unless they opt out, must pass the same naturalization test approved by the Immigration and Naturalization Act (INA) for immigrants seeking citizenship.
